Howard A. Jenkins Dip Bldg Cons (RICS) FRICS MAE MPTS is the sole principal of The Howard Jenkins Consultancy based in Winchester with a national remit. Educated in Hampshire, trained in Winchester and London, Howard was awarded the Robert Henry Mills prize for attaining the highest marks worldwide in the RICS Building Surveying Division final examinations in 1979.

Howard has been a Fellow of the Royal Institution of Chartered Surveyors (RICS) since 1987. Currently, Howard sits on the RICS Dispute Resolution Working Group and is an accredited member RICS Expert Witness and an assessor for the  RICS Expert Witness Registration Scheme Assessment Panel. 

 

Howard's forty three years post-qualification experience as a building surveyor has included working on a wide range of residential and commercial properties, from small cottages and provincial terraces to grand London houses and country estates, lock-up shops to supermarkets, small to large offices, scruffy workshops to international distribution centres, aircraft hangars, pubs and hotels.

 

Howard has worked on most aspects of the procurement process, from design and specification to contract administration and project monitoring, as well as post contract defect resolution. Howard has inspected buildings for most purposes, including pre. and post-acquisition, pre-disposal and to advise on contracts specifications and other contract documents, quality of work, disrepair, liabilities and professional performance.

Howard has been a member of the RICS Building Surveying Membership and Education Committee, an RICS spokesman and an External Examiner at Greenwich University. Howard has also been a member of  Governing Council of the Academy of Experts.

Over the past twenty five or so years, Howard has been interviewed many times by the press, on local and national radio and television and has filmed across the country, in Russia, the USA and Tenerife. Howard speaks regularly at RICS and other CPD (Continuing Professional Development) conferences and other events nationally. Howard is a member of the steering committee of a local charity.
